About the factors of market destruction

The collapse of the market expresses, first of all, suppressed hyperinflation, which takes the form of a hyperdeficiency of goods. As you know, the assessment of unsatisfied demand in the consumer market of about 200 billion rubles is among the minimum, despite the fact that the annual volume of retail turnover and paid services to the population is about 500 billion rubles. The global excess of demand over supply is also "spurred on" by the huge deficit of the state budget.



Along with the pressure of raw demand, the destruction of the market is caused by many other factors: the agony of the administrative and command management system; deep imbalances in the national economy; entering a phase when the old economic mechanism is already weakened and largely ceases to operate, and the new one has not yet begun to work (the collapse of economic ties in this regard is especially indicative); aggravation political struggle and political clashes, including strikes, interethnic conflicts; activities of mafia groups. These reasons are probably among the main ones.



It seems that the critical situation in which our economy finds itself allows us to draw a conclusion, on the understanding and evaluation of which the development of our country significantly depends. If we have a disintegration of the consumer market, then the path of gradual reforms is no longer feasible, since the processes of disintegration are increasing cumulatively. Urgent radical measures are being put forward to stop these processes, that is, to stabilize the economy as soon as possible.



It is easier to understand the need for such measures than to implement them. Moreover, the destruction of the market inevitably causes discontent and protests of workers and a powerful social movement to ensure social protection from natural market forces. Stabilization, on the other hand, can become quite painful for the broad strata of society. Therefore, there is a great temptation to try to turn down the path of gradual measures in the current conditions, pushing back the deadlines for the real achievement of stabilization. This impression remains, in particular, from the initial program of transition to the market, submitted for discussion by the Supreme Soviet of the USSR in the first half of 1990. It proposed a wide range of measures for the development of market relations, including a largely compensated increase in prices, in order to improve the equivalence of exchange while maintaining mainly their centralized approval. However, the question of the timing of stabilization remained open.



The consequences of such an approach can be foreseen based on existing practice. The experience of the so-called second stage of reform in Poland, implemented in 1988, gives an idea of this.
